Johansen finally cracked a case where the Cops involved in a shootout were revealed and the cartel knew about it. It was already too late when he knew about it and was also aware by then that the cartel would take their step to avoid anything happening ahead.
Johansen then took responsibility for everything and asked to take down the cartel with him and the team. He knew the risks and was also aware that these were the chances which he would not come back from.
Hence, the friend of Rosa was involved in the shooting and he was one of the members of the cartel. Johansen had a lot of trouble to take everyone in for custody but no doubt tried his best and succeeded.
The ending showed that he was injured with gunshot wounds but finally cracked the case about the police officers who were involved with the cartel for the murder of Cartel members.
